omp: raise stream watchdogs to 900s for cold llama-swap loads

Adopts live agent config: streamFirstEventTimeoutSeconds/streamIdleTimeoutSeconds
= 900 (matches llama-swap healthCheckTimeout), default model ciru-strix-iu4,
statusline/TUI tweaks drifted since last adoption.
