If Citra says the roms are encrypted, use either download [Batch CIA-3DS Decryptor](https://gbatemp.net/download/batch-cia-3ds-decryptor.35098/) to decrypt. If you would like to get a proper No-Intro hash from the converted file try [This More Advanced Tool](https://archive.org/download/pkmn_collection/3DS%20%2B%20CIA%20Rom%20Script.rar).

Windows installation instructions
Add the downloaded pastebin text file to `C:/Users/"your_user_name"/AppData/Roaming/Citra/sysdata` make sure it is named aes_keys.txt

If using real hardware, use [Nkit](https://archive.org/download/wii_rvz_usa_p4/tools/Nkit1.4_FullyLoaded_2021-12-01.zip) to convert to ISO. (Note: The download is 14 GB so if you wish to get ISO files it would probably be best to use the links below)
