list_networks() always used the wlanX control interface to query for the
current list of networks. However, when a dedicated P2P Device is used,
the global control interface should be used when checking persistent
group network profiles.
Fix this by adding an optional parameter indicating that the P2P
networks are requested, and in such a case use the global control
interface.
In addition update test_p2p_persistent to use the argument when needed.

Send request to set persistent_reconnect on the global control
interface so it would also work when using a dedicated P2P Device
interface.

Remove and re-start the persistent group manually to increase test
coverage to include the case of re-configuring the PSK list entries from
a stored persistent group.

This verifies P2P Client scanning behavior during group re-invocation in
a case where old scan results are not available to allow the scan to be
skipped completely.

Only run-tests.py is actually executed, so there is no need to specify
the interpreter in all the helper files and test script files.

The run-tests.py -l argument does not take an argument value anymore.
Instead, debug output is directed to a separate file <test>.log for each
test case.

that is removed from a group can rejoin based on new invitation.
